The main target of DP's Safety Management System is to ensure a safety level suitable for the standards in force, aiming to reach and consequently keep a zero accident rate. The Safety Policy document reflects the commitment of DP's top management to achieve the safety goals, through the definition of processes/tasks and the identification of roles and responsibilities. Italian law D.Lgs. 162/2007, art. 8.1 states: "Each Infrastructure Manager and Railway Company is liable for its portion of the system and relevant safe working condition, including the supply of material and contracting services towards any user, customer, involved worker and third party".

An effective implementaion of its own Safety Management System is the best tool to ensure to the property:

  • the best cost / benefit ratio, both in terms of accuracy and safety of the service
  • a technical know-how in line with the high italian railway standard
  • excellent training levels both for the operational staff and the managers in charge for the coordination of activities
  • a substantial reduction of the considerable costs coming from inconveniences in the operation
  • an adequate legal defense in case of problems, showing of having put in place all the necessary measures to control the risk
  • a competitive and successful company's image on the market.

The Company's Board intends to promote an active and visible commitment in pursuing quality and safety in the operations, establishing effective communication systems with users, staff, suppliers and authorities. The Company's Board, therefore, consider the safety management of the railway a powerful tool capable to bring a strong added value to the organization and to the business.

The main goal of DP is to reach a zero accident rate, improving as far as possible the services in order to fully satisfy any stakeholder. To achieve the aims and objectives above described, DP commits itself through its Top Management to:

  • Establish a corporate structure divided into levels, consistent with the type and typology of the service provided;
  • Clearly delegate responsibilities at all levels of the company, through an appointments system;
  • Implement and update the Safety Management System (SMS);
  • Establish and implement a monitoring system of the safety performances at all levels;
  • Establish and implement a skills management system as a tool for personal growth and for the growth of the corporate safety level, through which assign roles and tasks to qualified personnel;
  • Spread the safety policy at all levels, increasing staff motivation through continuous communication and training;
  • Involve employees, also through their representatives, in any issue concerning the safety of the railway;
  • Comply with the legislation in force among the European member countries, laws, national standards and guidelines provided by the NSA, the provisions and requirements issued by the GI, both in relation to the safety of services and in order to implement methodologies, interventions and adjustments having as goal the improvement of the railway safety;
  • Comply with national legislation and international conventions;
  • Operate a careful risk management, as a key instrument for the implementation of safety targets with the aim to protect the safety of workers and users;
  • Operate in respect of the environment, with the goal of increasing the sustainability of freight transports and hazardous transports;
  • Provide resources, consistent with the available budget, necessary to ensure an adequate SMS in line with the railway companies needs;
  • Establish an accidents/incidents and dangerous occurrences management methodology;
  • Establish an analysis system, involving top management, for the evaluation of changes that may impact on the safety of SMS;

The Company leadership will constantly and strongly pursue the continuous improvement of its own safety performances in order to reach the zero accident rate, by reviewing the objectives when not fully appropriate to the nature and degree of the company risks. The responsibility of implementing and monitoring what expected from the SMS is a duty of CEO that avails himself of the facilities and collaborators present in his staff. In economical terms, the company safety policy will be realized in the commitments that the Board of Directors will assume, through the CEO, in the Annual Safety Plan. The implementation of the safety plan represents the tool of supporting company decisions and ensuring the priorities for those projects aiming at continuous improvement, in accordance with the economical resources allocated.
